Jeff Rosenblum - Former Chief Human Capital Officer at FDIC

Jeff Rosenblum is the former chief human capital officer with the Federal Deposit Insurance Corporation (FDIC). At the company, Jeff Rosenblum led a national team of about 185 employees across the agency’s headquarters and six regional offices. In this role, he championed the reorganization of the human resources function, introducing new pay-setting and equity review processes, and helped negotiate key labor agreements.

Before he was made chief human capital officer, Mr. Rosenblum worked as assistant general counsel for labor, employment, and administration at the same government agency. He supervised over 40 employees and oversaw all labor and employment litigation on behalf of the FDIC. He led critical compensation negotiations in 2019, which resulted in the first formal paid parental leave program in the federal government and a restructured compensation system estimated to help the FDIC save over $2 billion over 20 years.

In addition to his achievements in the public sector, he is involved in teaching. As an adjunct professor at George Mason University Law School for nearly two decades, he has taught courses in employment law, ethics, and legal writing.
